Big trees, narrow 1950s streets — Park City tree work takes care

There have been two Park Cities. The first was platted in 1870 about fourteen miles northwest and died when the railroad chose Wichita instead. The city people live in today began as a 160-acre improvement district in 1953, north of 61st Street North, and incorporated in 1980. That original plat was laid out with 50-foot rights-of-way and 26-foot pavement — narrow streets, single driveways, and now seventy-year-old trees standing over both.

That combination is the real job here: getting equipment in, dropping timber safely with no room to spare, and leaving the yard clean. The city's own planning documents name Dutch elm disease and storm loss as what has thinned its tree canopy. What Baker does in Park City

Park City tree rules worth knowing

Dead trees: 30 days, then $100 an hour minimum. Section 13-414 lets the city order removal of dead or diseased trees on private property where they're hazardous or harbouring pests. Notice goes by certified mail and you get 30 days. If it isn't done, section 13-416 lets the city do it and assess the cost — a minimum of one hour at not less than $100 per hour, collected with your property taxes.

Topping is unlawful. Section 13-412 makes topping a street or park tree unlawful, defined as leaving stubs over 3 inches in diameter within the crown.

Anyone working on street or park trees must post a bond. Section 13-418 requires evidence of $500,000 bodily injury and $500,000 property damage liability on file with the City Clerk before trimming, pruning, treating or removing street or park trees.

Clearance and hedges. Branches over rights-of-way, alleys, sidewalks and driveways must be no lower than 8 feet; hedges no higher than 3 feet.

Small trees only under the wires. Section 13-410 restricts planting within 10 lateral feet of overhead utility lines to small species only.

The real risk here is hail and wind. National storm records list no tornado in Park City itself, but do log 4.25-inch hail in June 2011 causing $500,000 of damage, and 70-knot wind events in 2003 and 2011.
